It could be a private pressing, but I doubt it. They wouldn't have bothered with a barcode, and wouldn't have printed a description of the show on the back. Also the sleeve is professionally printed, it's not from a personal inkjet or laser printer. As for the video quality, it's not great - it seem...

Members were the "staff" of GRM: musicians / instructors. For example: Pierre Schaeffer, François Bayle, Bernard Parmegiani, etc. at the time JMJ studied there. And, earlier on, Luc Ferrari, François-Bernard Mâche, Beatriz Ferreyra, Iannis Xenakis, etc.
