Jean-Michel Jarre has been elected president of CISAC , the International Confederation of Societies of Authors and Composers, the global network which brings together national collecting societies such as SACEM in France. We asked him about the meaning of his commitment and vision of the current problems.
What messages are you going to wear as the new President of CISAC?
There is such a confusion at all levels between the world of creation and new internet players it is time to successfully bring the debate in another way, in all the arts, not just music and cinema, and also globally, not just in Europe and the United States. Should already speak the exception of culture, not of the cultural exception. And the debate is not limited to copyright. For example, developing countries face every day intellectual and artistic looting. This is the case of design in Fiji, or the visual arts in Africa that were looted by the world of advertising and fashion, for example. We realize that this goes far beyond the music rights on YouTube ! I think it is somewhat rough and quick to say that one side is the "bad guys" who are represented by the internet and the other victims, the people of creation. It should not be regarded as either the only visionaries are the creators of phones, while artists are the ancient world.
What are the main objectives of the political lobbying that is part of the activities of the CISAC?
The role of Vice-Presidents (Angelique Kidjo, Ousmane Sow ...) is important, especially to represent the South. We must get to have a comprehensive and organized reflection lobbies in each country, so that it can be a real mobilization when there is a problem. Faced with global players, we need a global response.
What is your view of the discussions on the free trade agreement between Europe and the United States, in which the inclusion of the cultural exception is hotly debated ?
France has always been among the first to get up to find some answers for a sustainable creative economy. I'm here to help spread the French voice. I am in contact with the rapporteur in the U.S. Congress on the new copyright law, she understands this very well. There must be an ethical and moral in the system, which generates tens of millions of jobs. Responses should be international. France has always been a positive example.
As Hadopi example?
Hadopi is somehow a hiccup. These are the same people who invented the pirate radio and wanted to put hackers in jail. The coercive aspect was very questionable, however, the law was rather important in symbolic terms. Hadopi had merit, now we must move on. Basically, this is to stop opposing the artists sitting on their laurels with great Google and YouTube wicked.
What is the trend in the world in the fight against piracy: rather oriented sites that make it a lucrative business, as we saw with Megaupload , and less target consumers?
The fight against piracy is important, of course, but the real question is more fundamental and simple: Will we choose to respect the culture as a source of sustainable development, much like the environment? Our responsibility is not to be able to speak with one voice. We must bring this issue into the street. Do not be naive, political will mobilize from the moment where their constituents will.
You've long been invested in the fight for the copyright and the new challenges posed by the Internet. You have been especially spokesman IFPI 1998 to 2000, the time when we started to become aware of piracy. Have you changed your view on these issues since?
The problem of the relationship between the creation of the money has always been ambiguous, difficult, complicated. Today it is further complicated by technology, that changes everything, but basically it has not changed. What has changed in ten years is that today everyone has understood the problems posed by copying and free on the internet, including journalists, who are concerned. As an artist, what is your experience of the web and the best way to use it to spread its creation?
My music is closely related to electronics, I always welcome these changes with joy. The advice I would give to someone starting today, it's not over-use the Internet, Facebook, Twitter ... not too far. The thirst for free content thirsty creativity. Jean-Michel Jarre calls creators to action
In a fiery keynote conversation that ended the World Creators Summit in Washington, DC (June 4 & 5), electronic music pioneer Jean-Michel Jarre rallied creators around the world to action, asking them to “shake the trees” and “restore our positive and dynamic image” by seizing the message of the intellectual property debate.
“We’re seen as old-fashioned, being seated on their pots of gold and scared of the future,” he lamented to his interviewers Edmund Lam (CEO & Director, COMPASS – Singapore) and Luciano Marchione (Director General, SAVA – Argentina). “We have to […] stop complaining and just go for it.”
Faced with the meteoric rise of internet businesses, founded by “kids who didn’t realise the kind of collateral damage they would create all over the world,” Jarre says there is only one way forward and that is to “convey a clear simple message on a global point of view.”
As for the perceived obstacles created by the digital shift, Jarre was unfazed. “I always considered authors’ rights as being quite timeless because it’s not linked to a physical support,” he said. “A smartphone is much less smart if you get rid of music, films, images, words, news and all the rest of our content. We are responsible for the smart part of smart phones and that should be taken into consideration.”
As candidate for the presidency of CISAC, he envisions transforming the Confederation into a “United Nations of Creators” where “we can push a button and have 20,000 artists signing a petition in 1 hour.”
Jarre posited that we may have a lot to learn from developing nations like China, Brazil and India, who are just beginning to wake up to the value of intellectual property laws, but who are able to implement laws with the current technologies already in place.
“Too often the conversation seems to be a dialogue between Europe and America,” he continued. “But when you think of aboriginal patterns or graphics from the Maori or Fiji constantly stolen by advertising agencies or fashion designers, we see that intellectual property is something much wider than just our problem in our countries and we have a lot to learn and give back to those territories.”
He sees CISAC as the ideal vehicle for a global mobilisation of creators, saying, “the beauty of an org such as CISAC it’s probably the first and only organisations gathering different sectors of creation and that’s the challenge for the new actors of the internet.”
In addition to looking to countries around the world, Jarre prescribed a partnership between creators and members the media, which have just now realised that they are in the same boat as far getting paid for their work. “This is a big advantage. Now it’s a matter of gathering forces with the media to put IP as a priority for everyone on the planet,” he concluded. “There is one word that can sum up what we’re talking about: Education, of ourselves, to the [people on the] street, to the public opinion. Then we solve the problem.”

Jarre was one of the first electronic musicians, coming to international fame in 1977 with his smash #1 album Oxygene. The record has sold more than 18 million copies worldwide, and Jarre has gone on to sell over 80 million albums total, including subsequent hits Equinoxe, Magnetic Fields, Zoolook, and Rendezvous. He is also a true innovator in the live-performance space, bringing his music and vision outdoors to the masses. He was the first western musician invited to perform in Post-Mao China, and he has played at the Great Pyramids of Egypt, collaborated with NASA on a Houston City concert in memory of the Challenger space crew, performed for Pope John Paul II, played in front of France’s Eiffel Tower in celebration of the country World Cup victory, and more. Jean-Michel Jarre, best known to the general public to be one of the pioneers of electronic music, has agreed to become the President of the International Confederation of Authors and Composers (CISAC). The issue of fair compensation for artists for all sectors of arts and creative: music, graphics and digital arts, film, literature, video games, journalism, etc..
All countries are affected?
It is a global issue that affects all countries of both hemispheres. That is why I am particularly pleased with the election with me four prestigious and internationally renowned artists: the Beninese singer Angelique Kidjo and creative, the director and filmmaker Marcelo Pineyro Argentine, poet, writer and lyricist Javed Akhtar and the Senegalese sculptor Ousmane Sow.
Is there a French specificity?
All authors in the world companies must evolve to bring them in line with the new economic challenges of creation, especially in the face to the digital world. We are fortunate to have in France Jean Noel Tronc, current CEO of SACEM, which is fully in line with these new challenges, national and international.
We share the same vision on the role that designers must play to take the floor, make the teaching and explain our very well known activity.
What will your role?
With four other artists Vice Presidents elected, we will be the mouthpiece and ambassadors millions of creators is CISAC in the world, to raise awareness and public to the reality of the work of artists powers.
It is the ideal forum to engage in the battle of ideas. Our diversity and representation in cultural, geographical and various arts we represent allow us to defend all the rights of creators and lead our work effectively worldwide.
Why do you think this fight is vital?
Because today, our insatiable appetite for free content starves creativity. The concept of intellectual property is not just a question of copyright payments. Respect for creation and the value of creative work is a cornerstone of our society.
Moreover, we must never forget that copyright is a contribution of the French Revolution and a human right, it is contained in Article 27 of the Declaration of the Rights of Man and of the Citizen.
A "smartphone" is actually not that "smart" without the work of artists: painters, musicians, photographers, writers, filmmakers, journalists ... that enrich our lives and make our phones and tablets smarter.
