Depends on promoter
On larger events, confirmation is better to have at least 2 months prior to the concerts.

First of all, it depends on the scale of the event. I'm sure many people will be surprised...

I remember Concert for Tolerance at the Eiffel tower was announced a month before. In fact, promotion material, like the Chronologie 4 bonus CD single you got when you bought Jarremix still had the old location Place des Invalides:

Yes, that's right. The location was changed very late. I wondered how they made it to adapt everything to the Eiffel tower in such a short time.
And I remember that "Water For Life" was announced also very late. Wasn't it two weeks before?

The situation for 12 DOTS was different. There were a number of press conferences, starting in October 1998 until September 1999. But lots of changes happende to the show in the meantime and in September 1999 only ticket prices for expensive tickets were known (400$!) and many travel agencies didn't know about the event. It was very strange...

I think we're not right by comparing those big concerts with this one. I imagine it will be more in the style of Cantabria 2017.
