That's the fickleness of popular music. The right combination of the hook of the song (the 5 second sample), Spears in her imperial phase (although that was going to end soon), promotion and videos.

And once a song is popular, it's good, although I only have anecdotal evidence. When I rented Vangelis' 1492 album from the library, my brother laughed at it being classical music with choirs and all. In 1995 it became a colossal hit all over Europe and suddenly he likes it.
